You may be right though, Was the 23MPG with the 8 speed counting 4X2 or 4x4?

You're right. I keep forgetting that the 4x4 has a lower rating, and used that as my reference.

I would assume either the city ratings got better, emissions got lower or towing was benefitted. They wouldn't change it just for the sake of changing it.
