I had a Swann System from Costco that I wired in myself and everything. The only thing is that it stopped working when the temp went below 0C...here in Northern Ontario temps can drop to -40C so I need a system that can handle the extreme temps.

Nope not PoE. Yes it is BNC wiring. Not sure if it'll work at -40C. We'll see how well it does next winter. lol
