Flippy Headreast not working

My drivers side headrest will not flip back when I put the seat back down like my pass side does.  I am assuming its something in that cable but all looks connected and okay.  Any ideas as to what it can be?  Kinda annoying I can;t put my seats down.

Raise it up then try it.  That is the only way I can flip mine back.

I'm guessing mine in my crewcab '01 LT truck is different than your Tahoe, but mine is on a ratchet, and has three positions.  Each time you pull it forward it latches to the next position, and then finally returns to it's "home" position.
