2012 blower wont run

So about 6 months ago i got in my 2012 1500 and the climate control fan did nothing but i was in a hurry so said screw it and headed off. About 10 minutes later it turned on and hasn't been a problem since. Until Tuesday. It worked fine when i shut my truck off but when i started it again it did nothing. And it is still doing nothing. The fuse looked fine but i swapped it with another one and that didn't solve the problem. So I popped the little cover off the fan motor and unhooked the plug. I haven't hooked another battery up to it yet but when i hook up the multi-meter I get 11.98v when the key is off and 8.68v when it is on. Now mechanical problems I'm fine with but electrical I'm a little lost. Anyone had this problem before or have an idea on what the issue might be?

set the blower motor speed on highest setting, this give the motor a direct feed and it should run, if not then change the blower motor. it is not uncommon for the motor to get a dead spot and sometimes hitting the right bump will get them going again

I have had to get blower replaced 3 times in my truck. The first one died a week into buying the truck new. The blowers are utter crap in these trucks. If it doesn't run on high and there is power it's probably the blower.
