2008 Silverado Stuck in Park?

Being that I was unable to come up with anything through Google searches, I figured I would post and see if you guys could help me out. My grandfather has a 2008 Silverado with the 4.8 and I'm assuming the 4L60-E. It is 2WD. I am unfortunately in college and 300+ miles away so I cannot see what's going on for myself in person. I'm relying on what my family members are relaying to me. So far, this is what I have:

 

Today, he could not going anywhere. The shifter was moving, but with more resistance. When the shift indicator showed it to be in Drive or Reverse, it simply would not go anywhere. A cousin of mine checked the shifter linkage to the transmission and it looked fine. When they were having it towed to the dealer, despite it being in what I'm assuming was neutral, the rear tires were dragging as if it was locked in park.

 

The dealer came back with the fix being a new transmission. Before my grandfather dishes out $3k for a new tranny, I wanted to do a bit of research and see if it's something a bit more simple. So far, I haven't found anything online throughout various Chevy forums that was of much help. I've seen some stuff mentioned about the parking pawl and various components in the steering column such as the interlock, but nothing conclusive.

 

If you all have any questions, I will try to answer them as best I can.

I would get another opinion from an independent repair facility that has experience with transmissions.
