Buzzing sound

What is this buzzing sound to the right of the steering wheel inside of the dash? Could someone please explain to me about this. I also had to jump start the truck. Now it's buzzing. And it's pulsing, buzzzzzzzz, off for ten seconds, then buzzes again for three seconds. Again, and again, etc.
