So i was under the impression that my AT4 had 2 valves however looking under the truck mine only has 1. I had seend a youtube video earlier with a 6.2 At4 and that must of thrown me off. My 5.3 only has 1 valve.

Yes the 5.3 has only one. Makes it easier to cut off if theres only one ?

Unfortunately it's a mass that's needed to avoid fluttering of the valve, resulting in flutter noise. 

Usually the valve sould be completely open in WOT and high RPM range, therefore not causing any backpressure (and loss of power) any more. Except the restriction by the mass which was not intented until noise issues occured.

I wish someone would actually do the dyno test with and without the flapper valves to fully verify the results.  Seems to me the resonators are there to create a (very little) rumble.  Just seems crazy to put  a flapper valve in there at whatever expense unless there is a good reason.  Only had my truck two weeks.  I'll just have to read up more I guess.
