Weird stutter and clunk in rear wheels

2000 Sierra 1500. I had to replace my brake lines about 10 months ago. Including a new anti lock module (the module all the brake lines go into anyway). Lately it’s been feeling like a lot heavier truck to stop then I think it used to be. 

 

So to check to see if the rear brakes were working I jacked up the rear and wanted to see the tires stop when brakes applied. 

 

That happened, but something is going on. With rear wheels up, at idle, the wheels will spin, slow to a stop, clunk, then spin again.

This is with nobody in the cab, it’s in drive and no pedals being pushed.

Something is binding up. It looks like maybe there is a rotor that is warped or is not running true. If the mounting surface of both the rotor and the axle had any rust when you worked on it, that could be the cause.  It could also be the e-brake.
