There's a jumper wire in the fuse box

I have a 2007 GMC Sierra 2500HD. I bought this truck at auction so there is no information from a prior owner. (This is my retirement hobby. I retired from a desk job. Now I want to get my hands dirty.)

I found a jumper wire from IGN E 10A fuse to the SEO IGN 10A fuse. I haven't tried removing it as I first would like to know if anyone has run into this. Thanks in advance.

I'm not sure if it is the case here, but I do know that on some trucks a jumper wire could be used to allow the low beam headlights to stay on when the high beams are turned on.

That is not the "All On" headlight modification, the all on modification requires a resistor between two of the relays in there.  This looks like something for an aftermarket alarm system that affects the ignition circuit.
