I need to "Wake Up" a replacement ITBC module

I could use some advice and device recommendations. I replaced the ITBC module in my truck, and I need to initialize it. I'd like to know which scanner/reader I can use to communicate with the ITBC module.

It has to be programmed.  You can do this with a Tech-2 or other bi-directional scan tool and a subscription to ACDelco's TDS system or pay the dealership to do it.  Once programmed then the Tech-2 can interact with it.
