99 Trans Shift

First timer so be patient 1999 silverado 2wd 4.8 engine with AT transmission 80,000 miles transmission service at 50,000 miles. This morning for the went to town truck ran fine shifted fine stop went in to a business for about 30 minutes came back out started truck pulled out went down the road at a decit speed and the truck would not shift out of low, rpm went up to about 5000 notice it was not going to shift up so I let off the gas and it finally shifted. went to a red light and it shifted O.K. and every time I stop and pulled out it shifted fine until I stop at another business for about 30 minutes again came out and it done the same thing again. never had this problem before. My 99 Sierra will sometimes shift from 1 to 2 fine, but will not shift into 3rd or 4th. It only seems to do it when it's cold and it has been sitting overnight. Once the truck would warm up it would shift perfectly. I thought the filter my have been pluged, which may cause low fluid pressure, especially when cold, so I did a fluid and filter change and have had no problems until today when I took the truck out. It would not shift out of 2nd until you got to about 3000rpm, or when the truck warmed up. It was pretty cold today, but if I drive the truck every day, I don't seem to have this problem. I also have a friend with a 2000 Suburban and he has the same problem. It sounds almost like a computer issue, but it's not consistant to know for sure

Not saying this is it because I have never heard this complaint or seen this issue but does anyone have PIP3026B to post for the first poster.

This sounds like a different issue than the first.
