A/C compressor not engaging

Warm day and I'm sitting in a parking lot. I turned on the A/C and got warm air. Turned it to heat and the heater works as advertised. Turned A/C back on and looked at the compressor. Turned it off and looked at the compressor. The front doesn't spin so it leads me to think I have a clutch issue or electrical issue.

 

Anything specific to look at?

It kicked on and off. Is there a safety for it to not operate when low on refrigerant?

Yes there is a low pressure cut out switch on the side of the accumulator

So would I check charge pressure first?

Yep, I'd slap a set of gauges on it. When did it last work?

Grab a meter to see if it's getting power. Has it been on since the swap?

No yesterday was the first time I turned it on. I pulled fuses to check them and watched it engage and disengage. So I'm leaning towards low refrigerant. If look at it but I'm sick
