Voltmeter pegged

A couple of months ago my voltmeter pegged to the 5 o'clock position. It has been there ever since. Key in or out. Doesn't matter. Any ideas?

Bad stepper motor. Quite common for the year model you have. Usually other stepper motors go bad also. Have you had your instrument cluster repaired/replaced prior to this problem?
