Adding Cruise Control

We have a 2013 Chevy Express 1500 van and it did not have factory cruise control. We swapped the steering wheel with one out of a 2012 that had the cruise control buttons (I had done this on an 08 and it worked just fine). The issue I have is that the buttons light up and but cruise will not activate. Is their programing that has to be done to the BCM or ECM to allow the cruise to be activated or should it have worked right out of the box. I am wondering if the switches on the replacment steering wheel are bad.

 

Any ideas would be helpful.

You might either need a new clock spring (what GM calls a SIR coil) or possibly the steering column harness. Hopefully someone with more van knowledge can chime in.
