Front license plate bracket

So I live in one of those great states that requires a front plate. When I went to attach my front plate there are just holes that are too big for the plate screws.....am I missing something???

I live in a state that does not need a front plate but my truck came with the plate holder. I would like to swap the lower bumper cover with somebody who doesn't have the plate holder. What state do you live in? It would have to be near me for the swap to make sense.
