Does your 95 have the security system key. You may have an issue with the module that controls that.

 

Just a suggestion I know my 1991 had it.

 

What your truck is doing is exactly the same as my dads 2005 Colorado did when the security system failed on his.

 

I was going to suggest trying to jump the terminals to get the starter to run, but you beat me to that idea. I was also going to mention the security system as mentioned here by BigBadSierra. When you turn the key to 'run' is the security light flashing on the dash? Evidently this prevents the vehicle from starting BUT my understanding is it kills the fuel not the starter, but I could be wrong. Also, do you by chance have a second set of keys for it? Try the second set if you do and see if it makes any difference, it probably won't but worth a try.

It wouldn't be an installed (as in aftermarket) security, it's what GM put in it from the factory. I believe in 1995 as in 1998 like on my Yukon has, it should have the same factory security system unless that came some time after 1995 but they are basically the same trucks. If you're getting power to the starter and you've verified the starter works by jumping the terminals, about the only other thing I can even think of then if there is no factory security system would be either a faulty neutral safety switch or an ignition key tumbler gone bad. One thing that is a bit perplexing is you say it was blowing fuses and now it's not, so something was shorting out and now it's not but has also now caused something else to now not make contact whether it's a wire or whatever. That seems to provide at least some kind of clue. Back track your steps you've taken and it may come to light.

Check the heat shield on the starter. If it shorts out, it will blow the 40amp fuse and the truck will do NOTHING.

 

I learned the hard way, new starter. Payed 75$ tow fee to my house to learn the starter rock shield was grounding out.

AC compressor is locked up. Pull the belt and try to start...

I know it sounds crazy but I am someone that changed out a starter on a 1997 chevy in a walmart parking lot only to find that it was simply the AC compressor locked up. that is some chit you NEVER forget

Tighten the Starter Motor....it worked for me.

 

 

Using your Jump Leads connect one end to the neg battery terminal and the other side to the Body.

 

Or

 

connect one side to the neg battery and other end to the starter motor negative.

 

I's still suspecting that there is a wiring problem somewhere as the fuses kept blowing so you need to check the wiring on the Starter Motor and maybe try re-installing your old one then connect another car with jump leads to your battery for extra Power.

 

Then check every single fuse.

Follow up: Truck is back on the road.

 

Purchased a cable tracker from harbor fright ($20) found ignition wire short under dash from prior owners wiring splice, fixed and still nothing. No 12v from ignition switch to starter when key was turned. Replaced ignition switch ($117), heard one tick when key turned to crank. Doubled checked battery, dead cell only charged to 9.43 volts, battery still under warranty, replaced battery and it running again.
