Yep.  Dealer switched.

See my below response.

They will reply back with "correct tire".  In the P265/65R18 GM uses the Goodyear Wrangler Fortitude HT as the "all terrain" tire option.  The non AT tire in that size they use is the Michelin Energy Saver AS.  Blame EPA/CAFE fuel economy for the poor AT offering on the high volume trucks and 18" wheels.  Trail Boss and LTZ get more aggressive AT tires as they are lower volume.  Want a more aggressive AT tire?  Sell your takeoffs and buy whatever tire you'd like.

Here is the list of OE tires 265/65R18 they use for 2019-2021 and their respective RPO codes:

QDF - Tires, 265/65R18SL all-season, blackwall

XCK Tires, 265/65R18SL all-terrain, blackwall

QDS Tires, 265/65R18SL all-terrain, white outlined letter

If GM doesn't want to take the MPG hit of an AT tire, just call it a 4X4 with highway tires instead of an "Z71 Off Road" package. An "Off Road" package with a Highway-Terrain (HT) tire is a contradiction and defies all logic.

For me it's not really about the tires, it's about respecting the buyer enough to deliver what is advertised. My 2018 Colorado 4X4 came with the Fortitude HT tires also but it wasn't marketed as having a Z71 Off Road package. What's more interesting is the Fortitude HT tires on that truck were listed on the sticker and build sheet as an all weather tire, not all terrain. Miraculously when the same tire was placed on the SIlverado Z71 it became an all-terrain tire.

On my Colorado (and many previous trucks) I did as you suggest and took off the Fortitudes and replaced them with honest all-terrain tires. I will eventually replace the tires on my Silverado with an actual A/T tire (as commonly defined by everyone except GM).

Actions such as arbitrarily reclassifying a tire from all-weather to all-terrain, regardless of the significance, speaks volumes about GM.

I think this might be region specific or a new change to 2021. I went around and checked a bunch of trucks (there's about 15 in every neighborhood here in Texas) to be sure. Normal models are definitely on General Grabbers, Z71 on Wrangler Trailrunner AT and Trail Boss (also Z71 Diesel) on Wranger Duratrac's.

I am not here to defend the capability of the Wrangler Fortitudes, but per Goodyear website, they list it as an All Terrain tire.

The trail runners are hardly AT tires

That prompts the question, does GY call them an all terrain tire so GM will buy them as such? Or did GM ask GY to classify them as such so they could put a lower rolling resistance tire on trucks and say they are AT tires?

If you watch the video that accompanies the Fortitude HT (highway-terrain) page on the Good year website, it doesn't mention any off road capabilities or design features. The words all-terrain are never uttered. All that's mentioned are all-weather highway tire features:  https://www.goodyear.com/en-US/tires/wrangler-fortitude-ht

Compare that to the video that accompanies the TrailRunner AT (all-terrain): https://www.goodyear.com/en-US/tires/wrangler-trailrunner-at

Only GM and/or Goodyear would dare to call the Fortitude HT an all-terrain.  Even the name HT indicates it's a highway-terrain tire not and all-terrain tire.

It's just a scam.

Good thing I have no brand loyalty, I will simply buy from another manufacturer in the future.

This is the right perspective to have. I have no brand loyalty and will go to the manufacturer who will treat me right. Same thing with jobs. Not like back in the old days where you could spend 30 years at a single place and then retire. I go where the money is.

Edit: On another note, you all need to be sharing the names of these dealerships that are screwing you over so others can steer clear of them. Like Hendrick Chevrolet in Durham, NC. Screw those guys. Save yourself some money and headache and head to Sir Walter Chevrolet in Raleigh. And actually, it would be a pretty awesome idea to have dealership rankings wouldn't it?

I too have a similar problem. Although My 2020 RST/Z71 came with 18" wheels it has HT (Goodyear Fortitude HT) tires. I went round & round with the dealership and they refused to address the issue. They even at one point had me bring it into service saying they were going to replace the tires. Then they called me later and said, they were not going to and the tires were proper and it was how the truck came from the factory.

It shows All-Terrain (AT) tires on my sticker and twice on my build sheet (once as a stand-alone RPO code and once as part of the Z71 package RPO code).

What makes it worse is I have purchased 4 brand new Chevys from this dealership in the last 2 years, I currently own a 2019 Equinox, 2020 Camaro and 2020 Silverado. All purchased from the same dealership. I told them to make it right or they wouldn't see me, or my money, ever again.

Apparently they don't care.

I opened a case with GM but it appears that too is a waste of time.

Did you ever hear back from GM?

I'm at a crossroads... while the Fortitudes were great on our first highway trip, they still aren't A/T tires and look puny on the AT4. The least GM could have done is at least give us taller versions if they wanted to stick on a make-believe A/T tire.
