I have an Silverado 1500 LS and when the hvac is turned to feet only, me nor my woman can feel anything. I have to turn it up to 5 for her to even feel any warmth from the feet vent. And also there is apparently a cold breeze in the shotgun riders feet area as well.

The one that changes modes is right above the gas pedal.  If you take out that duct it is easy to get to.  If you try and change modes and nothing is happening then that means it is stuck most likely the motor not working.  Mine did the same thing.  You can feel the level on the top of it and can manually force it to change modes.
