a while back - i had the front lower valance removed because it was falling down (snagged it on a parking stop bar).  is it critical, especially for towing, to replace it?  does it help with keeping things "cooler"?

Helps with fuel economy and cooling as it directs air up and pushes it to the radiator opening.

Mine started hanging down too and would not stay.  Eventually fell off.  I had no idea it helped with cooling for fuel economy.  Carparts.com has them for $29 -- I wonder if its worth the price.

I use the logic that if it was not needed they would not put it on there as even if the part is only  a buck if you are building a couple hundred thousand vehicles that would be a couple hundred thousand extra $ in their pockets if they didn't install it

Pulled the one on my '10 off after my wife snagged it on a parking bumper.  If there was any MPG change it wasn't noticeable and never had any instances of overheating (truck towed my bass boat and utility trailer with my SxS regularly)
