lately everytime i come to a stop my engine kida surges between 400-700 rpm. turn off the a/c and its fine. also dont know if this part the problem but it doesn't cool when at a stop.

Clean your throttle body. Also, when the rpms drop below a certain level, the a/c compressor is shut off to prevent stalling. So that's no doubt why it's not cooling at idle... the idle it too low.

Yeap, clean throttle body. I think there is a reprogram to help after the cleaning.
