The weather channel app is not related to XM or onstar. It does however require wifi from either the truck or phone hotspot though (as does the Pandora app). It's available via the app shop store or whatever it's called, and must be installed.

Yes. On my 2017, you need the truck WiFi (AT&T - I have the $20/month unlimited), or you need to connect the infotainment system to a WiFi hot spot such as your phone. You have to go into the app shop and install the Pandora and Weather Channel apps.

You’re actually bypassing the truck WiFi and connecting the infotainment system to your phone instead. Go into your WiFi settings and select your phone as the WiFi connection. You must have hot spot enabled on your phone prior to trying to connect to it.

Bummed they don't have the ability to upgrade and add the APP Shop to the 2016 models.  Would like to have this option to add additional apps to my system.

They are 2 different things:

 

From 2014 to 2016 there was a weather icon.  Data is supplied by XM through a paid subscription called "Travel Link" (not through an App).

Starting in late 2017 GM added an Apps Store to the display.  That weather is an actual App that uses cellular data.  It is different than the XM one.
