They are closed to increase aerodynamics and I would assume only open when additional cooling is needed.  Go yank a trailer in the middle of summer up a big hill and stop at the top, they would probably be open then.  Diesels do not need much airflow at idle to keep them cool, especially in the winter time.  That is why they give you the winter grill cover if you are up north, otherwise you wouldn't have heat unless you were towing at least 10k.

Yes they have shutters in the grill to keep air from entering the engine bay when not needed. They pick up about .5 of a mpg when closed. I believe some trucks with the plow prep and all duallies do not have them though.

thanks didn't know that.  I suppose it helps heating up things faster too?

I have Active Grill Shutters in my 2018 1500.

Not if you have the snow plow prep package.
