Those are rivets.

They are rivets and easily removed.  I used a drill bit and removed them with ease in no time.  Just so you know, you will have four small holes in your plastic bumper.  You can put clips in the holes to hide them if you want, but they are so small nobody notices them, especially on a black plastic bumper.
