This is typical symptoms of a bad ground issue, IMO. Lots of videos on this on YouTube you might want to check out. Try the easy fixes 1st before throw the parts cannon at it. I think there was bulletin out on your year.

Check the ground that runs from the negative battery terminal down to the passenger side fender (usually caked with road grime) and the ground under the driver side tweeter (GM put insolation under the ground, just cut it away from the terminal).  There's a lot of videos on youtube

Checked all grounds and cleaned them even used jumper cables from negative post to engine ground and chassis ground still nothing..scan tool will not comminicate with ecm and several other modules..can make engine turnover by jumping starter relay..i ordered another ecm so maybe that will fix it

I only have one question that I don't see the answer for.

Have you tried jump starting it?

I've seen weak/old batteries perform the same way as described in the original post.  PLUS, my '18 LTZ did the same thing when my battery took a dump after owning the truck for about 2 years.  The battery was reading and testing fine, but would not start the truck (wouldn't even turn the starter).  Got a jump from a friend and it started just fine.  Next morning it started just fine, ran my errands, went to start it up to head home.....NO GO.  AAA came out, jump started my truck, and I took it straight to the dealership, since I was still under warranty and the battery was "not old," they replaced it, and that second battery is still performing just fine, 5 years later.

On top of the battery under the plastic cover is a battery Distribution fuse block. I would check that.
