White specs in paint

Ok about 2 yrs ago i used to drive an industrial hwy to work (semis galore).  I noticed awhile back that i have all these white specs (very small) in the whole pass side of my truck.  Anyone know what this could be? Looks like mini pokadots

 

Would a claybar ake em out?

could be road paint, which when i detail cars that have it claybar never takes off.

No, it was tiny chips in the paint.
