So how deep to I need to rototil? The dirt is hard clay.

I would say at least 6 inches is that about right?

Then on top of that put about 2 inches of fertilizer and mulch?

Then the sod?

Sound good?

I'd lay in some Hybrid Bermuda

Where are you located? What kind of grass? Huge difference between fescue and bermuda. I think bermuda will grow on top of concrete...

You don't need to prep it that much, as long as you water the sh*t out of it, it will grow. Saying that though, it would help if you put down a few inches of good topsoil and right before laying the sod, scratch the surface so the roots can take root. Usually give it about two weeks of good consistent water and then go ahead and mow it.
