Because they are not.  64 is with heated steering wheel, 63 is without heated steering wheel.  

Fair enough, the reason I asked is because when you put the 64 number on ebay many 63 come up as if they're interchangeable.

 

On a side note, looks like the OEM clockspring price doubled...

I managed to score a used wheel for cheap and ordered what everything led me to believe was the correct clock spring for my 2018 3500. However, the clock spring appears to be a 2014-2017, and 2018 have the new style plug.

My truck already has the plug under the dash that would mate with the one pictured below. Clocks springs for 2018-2019 are hard to find, and $150. 

Does anyone have a part number for a pigtail with this plug? I'd much rather cut the old one off and crimp on a new one than spend another $150 and have to tear everything back apart.
