They are likely exactly the same component, with a different coating.

has anyone noticed that their bumper does not line up after dealership has installed the chrome hooks? if so, how hard is it to readjust the gaps on the bumper assembly (bumper and top cap)?

My 2014 Denali had this problem. And then one day I was walking around the lot at my dealership and noticed that ~50% of the trucks on the lot had this exact problem. The bumper and bumper cap didn't line up evenly. On one end they were nearly flush, and then on the other side there was a 1/2" offset. I'm not sure if it's adjustable or not.

I had the Chrome Recovery Hooks installed on my 2015 Denali and the are slanted on both sides I took it back to the dealership and I was told that is the way the are installed. Can someone please confirm this because it doesn't look right to me...

I see the slant on yours, I have not seen that on another truck. I installed mine myself, I did not remove the bumper or any other components to install. As I remember there was little to no play with them.
