HOW DO I FIX THIS RUST

Needs to be scrapped, sanded, filled with body filler, then repainted. You can do it all yourself and it won't cost nearly that much. But unless you are a professional body worker it will prolly look like shit. Like spray paint on a rice burner.

Looks like the body is also not straight. Has that section been hit? Perhaps that caused the rust spots. Either way, it takes a long time for that to happen. I'd almost be inclined to say spend the $700 so it can look nice. But, like fondupot mentioned, you can do it for cheaper but your results may reflect that.

well i got a few estimates and they all recommended that the bed side panel be replaced cause who knows how far the rust has spread. and it does look like it has been hit but not under my care. whoever had it before got hit and did a cheap bondo job and when winter hit the repair must of pushed out....not i have this...but replacing the bed side panel isnt $700 thats more like thousand(s) +
