Do the rear passengers windows roll all the way down on a crew cab?

I apologize if this is a dumb question. I am just wondering since our Tahoe rear windows won't go all the way down. I know the Tahoe won't because of the shape of the door but, I didn't know if there was some sort of safety reason too.

New Tahoe or older Tahoe? The new ones have the narrower windows, so I assumed that they now go down.
