Am I correct in understanding that you can no longer rotate your tires at home unless you have the "relearn" tool for the tpms? Reading through my manual on my 2015 and it talks about after rotating the steps to "relearn" where each tire is, also states you can buy the tool for cheap?

You can rotate them at home, your dash readings will not reflect the correct location of where the tires are on the truck.

I rotate mine at home. I considered buying the tool. But I guess it doesn't bother me enough

Many vehicles the way to relearn is to drive it for half a mile. Auto reset. GM, once again, behind the curve.

I would have the tired re-learned, but it's not the end of the world if you don't. If your TPMS light comes on, you know that one of your tires has a potential issue. I usually check all 4 tires if this light comes on anyways just to be safe.

Not just the General, but most manufacturers. If vehicles are made more reliable, they have to make up lost revenue somehow. You can't even change a battery on a BMW anymore by yourself, you have to have the dealer do it so that they can plug it into their machine and code the battery to the vehicle.

I bought the re-learn tool. It was like 60 bucks. Well worth the time savings of driving to the dealer or tire store to have them re-learn.

I rotate myself then stop by Discount Tire and let the do a TPMS reset. It takes 5 minutes and is free.
