1995 K2500 Hood won't open

Hey guys, new to the forum. I come to ask y'all how I would go about opening a hood on a 1994 Chevy K2500, I'm thinking to buy a 6.5, 5 speed truck. The owner let me take a look at the truck while he was at work and left a door open, As per usual I did an inspection but near the end I went to open the hood, pulling on the handle and didn't notice a pop, Iwent to the hood to gently lift the hood to see if it would budge but nothing, anyone have any ideas? Worse case scenario the cable is snapped how do I open it from  the outside? I'll be taking another look at the truck hopefully next week with the owner and take it for a test drive.

After pulling release lever,try a good closed hand slam on hood above latch,heck on older vehicles, sometimes a flat tire causes binding,stuff just a little tweaked
