get a test light and check all the wires going to motor with the switch ion  high low , and all delays, then put test light clamp on positive side of battery terminal and check the ground wire, not sure how many wires you have on your motor , but im guessing about 4 , 3 hot and one ground, check for hot first , and then the one that doesnt light up should be ground , reverse battery connections and see if the lone wire lights up.

i have a subscription to alldata , , its an online repair manual it shows connector on wiper motor and also which wires do what, it might help you figure this out , not expensive ether i paid 50.00 for five years one vehicle , but you can get it cheaper for less time subscription

Kinda having the same issue but mine arent quite to the point yours are... Sometimes mine will be working, ill hit a bump, they stop working til i find another bump.... makes me picture a stripped out actuator (or whatever makes the wipers rotate) Could be the case with yours?? Just a thought anyways, that reminds me i need to fix that..

My 93 Silvy 5.7 had intermittent wipers.

Slow to fast setting.

They started working when they wanted.

Wiper motor pulse board fixed it.

Back then a dealer only item $125

It started working when it wanted after so many years.

Got another one at Orielys cheap.

Here on Rock Auto
