99 sierra not cranking/starting.

Truck began to start taking a few extra seconds to start up, then finally wouldn’t start up on me. Got it jumped first time no problem. Now it won’t start at all. Put in a new battery, alternator and starter and still nothing. The 40amp IGN A fuse blows every time I turn the key. Still getting power, just won’t start. Any suggestions or help would be appreciated.

When did the fuse start blowing? After you put a new starter in? shakenfake is right, check all the wires in that circuit and make sure there are no shortable or dumpy connections. Worth your time to clean them all up. 

 

Additionally, if that fixes the fuse issue but not the no crank, no start problem there are a few things you can do. First is put the key to the on position, do you hear the fuel pump prime? You can swap equally rated relays around like the fuel pump relay in order to take the relay out of the equation. Another one thats annoying is the immobilizer ring in the key tumbler/ignition switch. The three pin connector on the top of the ignition switch can get touchy and not allow a crank and start. You can pull that connector out and clean up the contacts, and also jam something non conductive in the connector to try and wedge the connector tight in the receiver. 

 

If you have a multimeter, even a cheap one, it can help solve this whole issue.

I can’t get the fuel filter off, the connections have pretty much rusted together.

I can hear the fuel pump when I turn the key and I also hear a “clicking” in the fuse box when I actually turn key all the way and that’s the only noises/ reactions that I get. I don’t know for sure if the fuse blew after I installed the new starter but after installed I checked and it was blown, I then replaced it with a new one, tried it once and it also blew. The first time I tried starting it up after I finished installing the new starter it did sound like it was going to turn over but then I heard what sounded to be a metal grinding metal so I turned key off quickly.

Sounds like the starter install didn't go right. I'd pull it off and re-inspect.

 

One problem at a time, a no crank condition will not be resolved by the fuel system, get the cranking condition fixed, then move on to no start or hard start.
