No. Just like hoses, belts, wiper blades, clutch discs, and brake pads. Considered wear items.

I would say yes, if that is your configuration. 

 

I would find out what was the cause of it getting cut, before installing the new belt.

Definitely need to inspect the area around the belt to find out how it got cut.  Not likely covered under warranty, unless there was some other issue that caused it.  If the water pump pulley bearings froze up, it would cause a belt to rip.  In that case, if you are still under bumper to bumper it should be covered.

OP profile lists 6.6 diesel. Single and dual alternators have a different fan belt? If so, do they have a different tensioner or water pump?

Honestly, I was thinking these were set up like the older Duramax with just one belt but I am wrong. 

 

It appears these new ones are a two belt system, with the water pump/fan being on its own belt and goes to the balancer, the fan pulley and a dedicated tensioner.  And this is something that started with the 2020 L5P.  2019-prior Duramax including L5P are a single belt.

I have the Duramax with one alternator.

What year is the truck.

2020+ L5P has 2 belts, like the diagram posted.

2019 and earlier L5P only had one belt. 

 

I'd take it and see if they can determine why the belt failed.
