Yeah, you can see the right side hinge isn’t 90 degrees and your tailgate top on the right sits about a 1/4 inch lower than the bed rail. It definitely got hit in my opinion.

You hinge is bent. Someone probably backed into something with tailgate down. Probably thought it barely touched and didn’t tell anyone. That’s exactly how mine looked on my last truck when someone hit that side of my tailgate while it was down. It’s not just the hinge on the outside, there’s a PITA to get to spring on the inside of that fender as well. If it’s not 100% perfect, you will wear out the slow close bushing super quick over and over. Probably also need a new tailgate. 
I was never able to get it perfect on my previous truck. 


After an hour drive to the dealer this morning to drop it off and pick up the loaner car and a other hour drive back, they took the truck to their sister dealership where the body shop is and had it fixed in a few hours.  Drove another hour there to grab and it another hour back…so a total waste of a day. Anyhow, they didn’t say what it was…but it’s as flush as flush can be and it all worked out.

Good to hear, i was going to guess a rather non skinny person used the tailgate step and bent it. Glad that's not the case...
