Orange Peel on the paint?

So, it looks like the area that is peeling is just above that stone guard stuff they put on the rocker panels. It is definitely defective, I have never seen paint that thin on any vehicle before. It literally just flakes right off if you touch it with your finger nail and is paper thin. I thought my paint job was a little off from the first time I washed it. It was snowing the day I bought it and I was about to purchase a different one in the dark red color and did not even see this one until night time.

Super pissed right now. I pretty much love this truck so far except for some minor issues so far. This, however, is pretty major. I am thinking about just doing bedliner on the rocker panels. I already have a spray gun and kit from my last truck that I never got around to putting on.

I am going to take in to the dealer for the 2 or 3 recalls I still have not had fixed and make them repaint the door, but I am worried the whole paint job is bad. the orange peel on the tail gate is just downright ridiculous and pretty bad in other spots as well.
