How to remove bumper step plastic

So, someone hit my truck in a store parking lot. I ordered the piece to fix it and thought it would be a quick job, maybe a couple of screws. So today I finally had time to fix it and it seems a little more complicated than that. So what is the trick? Surely I dont have to drop the bumper down do I? Am I overthinking this? Please help. I am new to this forum so if a thread about this already exists please direct me to it. Thank you.

From the looks of this it appears that there may be two fasteners/clips on the bottom side of the insert. Can you see anything from under/inside?

Two or three screws I can get to but a couple I can't. It really seems much more difficult than it needs to be. Too bad the person who hit me left the scene and no one saw them.

Do you have a pic of where that bolt is located?  The only thing I see is a screw that holds the end tab / slot in place on the step.

Unfortunately I don't.  That truck is now totaled and in the vehicle graveyard :(
