2016 Chevy Silverado always with High beams

Is the blue light in the instrument panel on?

Have you tried pulling the turn signal lever towards you, while sitting in the driver seat? It should "click" and then you can let go of it.

Other than that, try turning your headlights off manually, and then back on. Rotate the knob on your left side to the I/O spot and let go.

High and low for 2016-2018 (19 LDs) is the same bulb, the light itself is aimed up for high and back down for low.

Welcome to the site.

 

Your headlights have "shutters" in them that open/close for low/high beams. They may be sticking open, there have been other posts about this issue.

 

Have someone switch the lights between low and high and see if you can hear the shutter motors moving.
