Just purchased a new 2020 Sierra 1500 Denali.Love it. But the tail gate is giving me some problems. When trying to extend both the main & inter tailgate by pushing both buttons at the same time, only the main gate extends. The inner gate seems stuck. I can open the inner gate by itself. But not both.

Take it into dealership.  They will fix it.

I could be wrong, but I'm not sure pushing both simultaneously does the trick anyways... Dealer I purchased from told me to push the bottom (primary) first then immediately the top button (inner tailgate)...or vice versa. I don't think I've even tried to push them both at the same time.

This.  I do not believe that is an option to work in the way you are thinking.  I could be incorrect, but anything I've read/tried myself/told by the dealer leads me to agree with this post, its not meant to be done simultaneously

I press the top button then quickly press the lower button.  If done correctly then both will open otherwise only the upper portion opens.

I believe that it is designed to not open both at the same time if both buttons are pushed at the same time.  This prevents from accidentally having the inner and outer tailgates opening at same time preventing damage to the inner tailgate if there is a trailer hitch in the receiver.
