LED sierra bulbs stuck on high beam

I bought a set of Fahren terminator fog light bulbs not realizing they were fog lights but kept them because didn't feel like spending the extra money. Put them in worked fine but my dad drove it one day now the fog lights have a high beam? I didn't know you could even do that. But I can't get it cut off because it's a horrible pattern and I was the normal beam back. The thing is it only has the high beam thing when the key is turned on when I open the door with no key in the ignition it has the normal beam. It won't let me add the video example.
