2000 Silverado - Fan clutch

I have suspected my fan clutch is going bad because it always seems to be on.  Even at idle when I slowly bring up and hold the RPM over 2500 or so.. it says kick in. Doesn't matter if the truck is warmed up or not. 

So today I tested the fan resistance with a roll up magazine. I put increasing pressure on the fan and stopped it within 3-4 seconds.  Does this mean the clutch is bad?

A few side notes...

1. Truck does not run hot in anyway.. actually runs a little on the cool side. 

2. When I try to spin the fan with the truck turned off.. it does not free wheel. If I really try, I can get it spin about 1/2 turn..

 

Also -  does anyone have the correct OEM part number?  seems there are a bunch of "heavy" duty, "severe" duty, choices. I just want the normal OEM - truck is basic 5.3L Silverado.

Hey. You should have some resistance when the vehicle is off and cool. It should still move but be a little free... If the engine is hot, you shouldn't be able to stop it with a magazine.

It's simple, if fan clutch can be stopped with a rolled up newspaper when hot, clutch is failing.

But you mention your truck never seems to get really hot?  Maybe your thermostat needs to be replaced.

Yes. I was planning on replacing Tstat as well

Update - replaced fan clutch and thermostat with OEM Delco.   Fan still sounds like it's always running /blowing loud.  Doesn't matter if the truck is cold or warmed up all the way...

Also - Radiator is new, coolant is new and full.

Fan is going to always be engaged. It slips some when the temperature is low, but will still spin enough  that you will not notice it running slower.
