I'm sure they will, hard to tell from your pic but were is it located that you just noticed it?

 

is it on or in the paint? Have you tried to polish it off.

What have you tried so far to remove it?

 

Lots of things can be tired without harming the paint. Like hot water with dish soap, rubbing alcohol, try a clay bar with some detailer spray.

 

It kinda looks like the left over stuff from some of those surface prep pads when people install bug shields or certain PPF stuff.

Do you have paint protection on the bumper? If so that could be a bubble underneath; Where the wrap has separated from the paint. I'm not 100% on that though, hard to tell from the picture. 

 

Actually I'm fairly confident that's what it is. Who ever did your paint protection should fix at no cost.
