Tailgate Strap Recall

I know that there was a recall for the tailgate straps a while back and was wondering if my truck is covered in the recall. It is a 2001 Silverado HD. Also the latch on the tailgate was changed by a previous owner to one that locks and now it doesn't want to open. It looks as if the pin that the tail gate "grabs" onto on the passenger side is bent and now the tailgate doesn't want to fully release it. I was wondering if there was something I could do myself to release it or if I would have to take it to a shop and have them do it.

So is it stuck on the bed pins or is it the lock itself? If it's the bed pins just take off your taolgate bezel and push the rods towards each other to the middle and it should release it enough to open it. If it's the lock I have no clue about those.

I'm not totally and completely sure, b/c I look on the pins on the passenger side, and it looks like its bent toward the rear of the truck, but when I put the key in the lock, the cylinder(sp?) won't turn past about 40-45 degrees, so maybe the latch is cought halfway open/closed on that side because of the bent pin, and that is why the cylinder won't turn?
