If he was like ANY other cop/state trooper/sheriff I normally see, I'm sure he was on his phone. Hate to put that out there, but I see it all too often that the police are so distracted by their phone that they miss what's happening on the other side of their windshield.

My brother was on a 4 lane per direction highway going the speed limits early on a saturday morning. No one beside or in front as far as he can see!

While I hope that he survives and makes a full recovery, my guess is that the cause of the crash was quite possibly being distracted either texting or from the in-vehicle computer system. At 26, he would have the least amount of experience on the job, and likely a higher likelihood of texting and driving that more seasoned officers.
