Removing Tow Hooks For Ranch Hand Install

I am at a complete loss on how to do this. 2009 Tahoe.

I need to get the tow hooks off to install the brackets for a Ranch Hand bumper.

I can not get the the tow hooks off. The passenger side has the one bolt that I can not get to in any way, and even if I could, the nut securing it is inside the frame behind the tow hook.

Same goes for the other side, can't get to the nut on the front left side of the frame. I have breaker bars, socket sets, etc, but no impact.

No tutorials on youtube, can't find anything here.

Any help is appreciated.
