I had fender flares installed on my 2008 Silverado last year as I was starting to develop rust on my rear wheel well.  The flares I purchased were not the riveted variety, they screw in from the underside and only have weather-stripping on the top side.  The two on the passenger side are still tight against the body and working fine. However, the two on the driver's side are both loose, I can pull the flare away from the body with my fingers, which inevitably means it is letting water in and will trap it.  

 

So I'm wondering, is there an adhesive I can use to hold the weather-stripping tight against the body, without damaging the paint job?

without knowing more information about the type of flares you have its difficult to say I myself have never cared for them on the same reason you have they can cause more rusting from collecting and holding moisture kinda like the problem the older chevys had without the drain holes about the wheel housings if the flares you have are aftermarket perhaps they are not shaped right I have no real solution for you sorry  Good luck

I'd have to look back at the receipt to see what brand they were.  But yeah, I wasn't too happy when I took them off a few weeks ago to see how it had held up over the past year.  Yes, that's the difference from putting on flares for only one year. Here are the before and after (after I hammered and grinded the rust off) pics.
