Picture a car rocking like that trying to stop...on ice..ABS will laugh and say nooo brakes for you. 

Those aren't the latest Michelin ones.  Those are some very early designs that the Army did themselves.  The honeycomb structure transferred the load incorrectly (radially around the tire) which is what made them twist and bounce.  That's why Michelin designs (and other manufacturers who are also looking at this technology) have "ribs" instead of honeycombs.
