I'd fill it before your tailgate starts opening on its own LOL.

I push a button and it opens, I don't need a way to pull it down.

I was wondering about that and why it’s there. I would rather a bit of water pool at the top than drain into the tailgate but I’m sure the engineers thought about that. I wonder if it’s routed through properly and doesn’t contact anything?

There was nowhere on mine for the water to go but directly on to the switch and wiring for the tailgate release so I plugged them.

It's true, I opened mine up. Drain holes are directly above the wires and switch for the tailgate release.

Why would they do that? I guess it won’t hurt to put a dab of silicone in each hole then.

I’d think they would put a “roof” above the wires and switch.  I just can’t imagine a design that would cost them money in warranty repairs.

Without those holes, when you open a wet tailgate that little handhold full of water dumps right on your shoes.  Can’t have that. Get the drill out. And then the thinking stopped. 
 

That’s my guess anyway.

That little handhold doesn’t even make sense. It doesn’t provide anything for me. I don’t even use that for anything. Silicone in mine now.
