Rust under bottom weather stripping

Hey everyone I have abit of a issue with a Sierra I bought, I found some rust under the weather stripping at the bottom of the driver side door.. does anyone have any knowledge on how to fix this? Or how much it would cost to fix in a shop??

A 100% fix would be to cut it out and weld in new metal.

 

What most people would do or likely what a shop could/would do is grind it down and use a rust converter on it to encapsulate the rust.

 

No idea what a place would charge, labor rates and supplies could vary a ton between states and what the place wants to charge you.
